In Tokyo, the system moves inside the body. Regulatory signals fill the surface of the city densely, yet the same behavior operates where those signals do not exist. People follow direction without instruction, keep their place, and do not cross boundaries. The surface varies from individual to individual, but the uniformity of behavior is complete.
